For the record I never meant to imply I think Cobes is an innocent, harmless goober. He's riddled with plain-as-day character flaws and has done plenty of things over the years that made me angry at the little regard. In fact, many of the worst people in general are low IQ retards because they lack the capacity for complex thought to the point where things like empathy, trustworthiness and basic social graces are completely out of reach for them. Most repeat violent offenders fall in this category.

But as others have pointed out, Cobra's violent tendencies are balanced by his social meekness and general cowardice. I also genuinely do think that he thinks he hates sickos and would never try anything. Him repeating mantras to that effect ad nauseam doesn't mean he's coping or whatever either.
