It's tricky. My understanding is you can be charged with SWATting if you attempt to provoke the police to send a SWAT team.
So, let's say you call my local police, shriek that I'm shooting up the neighborhood witha Vulcan cannon, and hang up with a gurgle. The police are dubious because they know me personally, but they send an officer over to my house to check on me and my housemates and note the complete absence of 20mm holes in anything. We chat and he waves goodbye.
That is legally SWATting, even if I have no idea I was SWATted.

That in turn means we can't tell if Pat was SWATted unless we see the original calls, but we can look at video to see if armored, helmeted guys with automatic weapons actually show up in any of them.
