Didn't ISIS already release a statement promising revenge for this torture?Perhaps the release was authorized by the command structure? Punitive torture has traditionally been a public affair due to its supposed deterrent effect. Putin can't do that now, but he can allow "leaks" to send a message while keeping up the facade of a reasonable leader who would never torture and murder his opponents. He doesn't even have to give an order, he just has to create the environment where it's permissible.
