A duty belt like that is not only supposed to be snug, it's also supposed to be secured to the pants belt to prevent it from shifting position either with belt keepers (vertical straps that loop around both belts to keep them in place) or some newer designs have hook and loop/Velcro on the surfaces of each belt that touch each other. Duty belts usually have a lot of weight on them (holster and sidearm, magazines in a magazine carrier, handcuffs, pepper spray, flashlight, and much more) and it's important for that equipment to stay in the same place (especially the sidearm/holster and magazines/carrier) due to muscle memory built up from training. Of course, this is all assuming the person wearing all this gear is a professional like a cop, soldier, or security officer and not some LARPing fucktard with delusions of being a badass.
