This is a huge issue with bulldogs that isn't discussed enough. I have a bulldog, and while he didn't have a screw tail he had a botched docking of his tail (was never told the reasoning for it, he didn't have much paperwork when I adopted him) and it formed a similar "tail pocket" situation until it was finally decided to just fully remove it before it caused worse issues. Frankly I hated doing it since I don't like any mutilation of animals but it was that or risking him getting some horrible infection from it. This was a couple years ago and he's happy and healthy now so it was ultimately for the best.Screw tail (sometimes called corkscrew tail or ingrown tail) is a horrible condition we've bred into bulldogs, frenchies and other similar stub tail breeds.
Another breed that has this issue are pugs - really any dog with a shorter snout will generally get stubbier, more corkscrewy tails as well. There are pugs in circulation with longer and more normal tails (I have one of these as well and I thank God he's one of the less profoundly inbred ones) but the corkscrew tail trait is becoming more common and an early way to determine if a pug has been puppymilled or not is the corkscrew tail since white trash dog inbreeders love traits like those.
