They're not conscripting children, in fact the conscription age is set up specifically to avoid that because their 18-30 population was already so fucked due to the demographic collapse after the end of the USSR, everyone under 25 is a volunteer at this point. They're conscripting older men as much as possible to avoid destroying what little future they have left, though this will probably change in the next year or so since they need more men to be able to rotate units effectively. Russia doesn't need to worry about this because they have a nearly infinite supply of low information village bydlo, churkas and criminals.
