Youngest was 6 years old, oldest was 16 years old, and the 3 between them are about 2-3 years apart each (closer to the youngest than the oldest).

An argument between parents and a child might be reported as abuse/neglect. A kid wandering to the local 7-11 to buy a slurpeee could be reported as neglect. The base number is higher and people are closer, so false positives increase drastically.
