In a situation wherein you have normal defendants this would be the most likely outcome:

Nick man's up, admits to everything, pleas to a felony and since its his first time gets a hefty probation. Kayla either gets charges dropped or pleas to a small misdemeanor. In exchange for their staying out of jail, both would agree to substance abuse treatment programs and to take parenting classes. The gun would return to the home as Kayla wouldn't be a felon. The kids would return and life would go on.

However, Captain Balldo is a dipshit narcissist who thinks its wrong to hold him to the laws written by his elected representatives, and he is surrounded by fanboys/sycophants who tell him how smart he is, and has grifting youtubers whispering in his ear. The hair test is for CPS not his possession charge. And that warrant isn't getting tossed anyway.

Cops get warrants to collect DNA samples or hair/blood samples for drug testing. No idea is hair samples was part of the criminal warrant. Cops aren’t usually concerned proving use, it’s the possession that’s the charge and they got that covered already.

CPS OTOH is concerned with use because parents being coked out isn’t conducive to safe child care. I don’t think CPS can force parents to submit to testing? CPS can just not give the kids back if the parents refuse to submit to testing AFAIK. The leverage is custody of the children.
