I know several people who have sat behind him, and the ones I know all younger people who have played big roles in state level campaigning, particularly ones who are being pushed towards political careers (either in party or as candidates in the next few cycles) or played a big role in the door knocking and other ground game stuff. Basically he or his campaign use being sat behind him as a minor favor or thank you.
I got to go as a guest of an invitee to a Friends and Family (meaning tiny crowd, low security. At the time, the administration [it was 2020] only allotted 50 friends of the President per state) meetup on the tarmac) It was mostly under 30's with a few newer state house members that the state party wanted to keep enthusiastic sprinkled in.

Tl;Dr: In my experience being sat behind him is a thank you and an attempt to get favor with up and comers. A small favor goes a long way with people who are new to politics or only have local aspirations.

It seems like a misunderstanding of the roots of criminal behavior to me. Crime is rarely committed out of desperation; it's almost always either because a) it's a quicker and/or easier way to get what you want than working for a living (especially at the organized crime level) or b) the criminal was drunk/high/crazy/in a relationship with a woman and got mad/horny/stupid about something. I guess there's also a smattering of c), someone made a mistake and panicked trying to avoid consequences. But social programs don't do anything about any of those.
