As far as it goes the bodycam footage is a win-win, nothing explicit, everyone is acting very civil and nice for the obviously insane man wearing women's clothing. It's good PR.

It is very possible that he is not acting, while also being capable of being collected during his arrest, and also while displaying some level of rational thought or submissive behaviour due to fear in the face of an imminent threat (like facing a taser).
In my opinion, I'm like 95% sure he believes he's a deity, and that his fictional characters exist in other dimenesion. This is because I've known someone like this, even if he gets (metaphorically or even literally) his face smashed to the ground and completely humiliated, in his mind he is a god (goddess).
What awaits him after death is infinite possibilities, in a world with rules that he believes in and that accomodate his desires, that have to be real. Unless his brain "breaks" out of it (which maybe could happen if he faces something very traumatic), he will believe this until his last breath.
