That's the traditional way cities get people. Even before birthrates started crumbling diseases and other maladies of living in a big clump of people ensured that they couldn't replace what they naturally reproduced in. So they'd have to grab farmers and other people from the rural areas to replace what was lost.
Fascinating in a way really. Even after all the work they still manage to act like that. Likely due to leftover social problems picking up the pace along with birth control.
