Just a thought, but Lucas in that video that went on Tosh.0 might be the most dateable version of him I’ve ever seen. He shaved and got a haircut, took his meds, and put on a nice shirt. He still talked crazy, but it was even tempered and didn’t sound completely insane. Some fatty at a bar might look at him and think “I could do worse”
 
I don't think Mallon Place is a nursing home to the extent of what most of us think of as a nursing home
It is strange that they have such minimal web presence. The website just has a map, although there are some clues from the job listings. They're hiring "caregivers," and not requiring NAC (Washington's nursing assistant credential).

I do note Mallon Place calls itself an assisted living facility online, and all of the content regurgitators do as well. Without condescension, it may be useful to review the distinction between an ALF and a SNF/LTC. Example. There are many facilities that have multiple levels of care in the same building/campus, but when they do, they brag about it as a huge plus.

There's a fancy independent living place here that turns into an ALF as residents add on (and pay for) more services. They have a small SNF unit that doesn't take external admissions; it's only open to their ILF/ALF residents, so they don't have to slum it with the plebes if they break a hip and need post-acute rehab. Every single part of this is incredibly expensive, but there are also more normal ALF/LTC combos where you stay in the same building, just maybe a different part of it, as your needs increase.

Listings from 3rd party websites don't have to be accurate, but it's also strange that they're all pitched toward retirement-aged people, while Lucas and the Google reviews make it sound like Mallon's main clientele are the mentally ill. (Of course, young people are more likely to have a web presence than elderly.) Maybe they've changed their clientele recently. I don't know how well Washington Medicaid reimburses for ALFs for people who are disabled for behavioral health reasons, but if they go for the tugboats they wouldn't have to maintain as many amenities as they would if they were courting wealthy retirees.

Not even any Yelp reviews. Maybe most of the people there are much more potato-like than Lucas to the point of not being online, because even most schizos will constantly bitch about things and give them bad reviews on Yelp.

Agreed. There are a few of his older videos where, yes, he's still totally loony but on the outside he's at least somewhat presentable. Especially when he had lost a bunch of weight, had shorter hair and a half decent shirt on etc. He was never great looking but he's absolutely gone way downhill in the last couple years and way more than can be solely attributed to aging or just his weight.

I did a little research and believe I can clarify a few things about Lucas' facility. As an aside, I know the Web is getting worse and I'm probably getting stupider, but if you're looking for anything about a care facility you get absolute swaths of bot-generated pages, almost to the point of unusability.
In 1997, Mallon Place was part of a small elder-care empire under the LaPlantes.

A lot of this document seems like boilerplate definitions and rundowns of HIPAA--it doesn't give a schedule, say, for those famous six daily smoke breaks--so you can probably read the first couple pages and skip to page 48.

STEP DOWN HOUSING
1. GENERAL DESCRIPTION
1.1. The Contractor will provide supervised Step-Down housing from a boarding home
(BH), an inpatient facility, or from the community, to promote recovery and
independence for Individuals receiving Spokane County Community Services
Housing, and Community Development (CSHCD) Department, dba Spokane
County Regional Behavioral Health (SCRBH) behavioral health services.
1.2. The Step-Down option for an Individual with a mental health diagnosis provides
the following:
1.3.1. A safe semi-independent environment that supports individual
stabilization and independence in order to prevent psychiatric
hospitalizations and to develop independent living skills.
1.3.2. An environment based on recovery principals and planned/scheduled
activities utilizing local resources.
1.3.3. An active environment that promotes Individual movement / transition in
measurable steps outlined in facility charting and mental health care
provider (MHCP) treatment plans.
1.4. The Contractor must provide for the following:
1.4.1. Immediately contact the behavioral health provider when an Individual is
refusing to take their medication in order to facilitate a timely intervention.
This intervention could include rapid referral to Frontier Behavioral
Health’s mobile community assertive treatment (MCAT), evaluation and
treatment facilities (E&T), and/or crisis stabilization facilities for Individuals
who are decompensating.
1.4.2. The Contractor will review on monthly basis, those Individuals in CSHCD
SCRBH funded beds in their respective facilities who would be clinically
appropriate for transition to independent living.
2. ELIGIBILITY
2.1. An Individual’s eligibility to reside in Step Down housing shall be determined by
the CSHCD SCRBH or its designee. An eligible Individual shall:
2.1.1. Be eighteen (18) years of age or older;
2.1.2. Be engaged in behavioral health services;
2.1.3. Meet the criteria for chronically mentally ill persons;

2.1.4. Require supervision and/or assistance with medication management, and
further development of daily living skills and maintaining personal
hygiene; and
2.1.5. Meet other medical necessity criteria for Step Down housing services as
determined by the CSHCD SCRBH or its designee.
2.2. Pursuant to Washington Administrative Code (WAC) 388-78A-2060, 2070, 2080,
and 2090, the Individual will have a completed pre-admission assessment prior
to moving in to the Step-Down unit, with the exception of emergency conditions
which allow for the pre-admission assessment to be completed within five (5)
days post Individual move in.
2.3. Step Down housing is funded through the CSHCD SCRBH is not intended to be
a lifelong obligation. The expectation is for Individuals to transition towards less
restrictive settings and ultimately independent living when clinically appropriate.
3. STEP DOWN CRITERIA FOR PLACEMENT
3.1. Criteria for an Individual to be placed in Step Down housing:
3.1.1. Performs activities of daily living (ADL) without assistance;
3.1.2. Requires supervision and cueing for compliance with medication;
3.1.3. Knowledge of public transportation (PT) and/or ability to utilize PT with
appropriate training;
3.1.4. Symptomology and/or personality traits interfere with ability to live
independently and require continued monitoring;
3.1.5. Ability to prepare own meals and budget for a limited income with
appropriate training; and
3.1.6. Has a supportive recovery environment and demonstrated interpersonal
skills necessary to live with others.
3.2. Authorization
3.2.1. An initial authorization request will be submitted to the CSHCD SCRBH or
its designee prior to the move to Step Down housing. If the movement is
from an Assisted Living Facility (AFL) to the Step-Down unit for individual
stabilization, authorization will not be required when movements are not
longer than seven (7) days.
3.3. Re-authorization Criteria for Step Down housing:
3.3.1. Continues to meet the criteria listed in Section 2.1. and requires additional
time to master one (1) or more functional life skills in order to achieve
independent housing;
3.3.2. Does not meet criteria for a higher level of care; and
3.3.3. Is reasonably expected to move toward independent housing within six
(6) months.
3.4. Discharge Criteria.
3.4.1. The Individual has demonstrated mastery of independent living skills to
the degree to which the Individual no longer needs assistance or training;

3.4.2. The Individual’s current presentation of mental health symptomology is
reasonably expected to allow the Individual to function independently; and
3.4.3. Notification to the CSHCD SCRBH, its designee, of all Individual
admissions and discharges as soon as possible, but no later than three
(3) working days in addition to any other reporting requirements according
to this Agreement’s Management Information System Section.
3.5. The Contractor shall provide the following for Individuals placed in Step Down
units:
3.5.1. Provide housing and assume general responsibility for the safety and
well-being of each Individual, consistent with the Individuals assessed
needs and negotiated service agreement;
3.5.2. Providing a safe, clean, and comfortable environment for each Individual,
including personal living quarters and all other individual accessible areas
of the building unit;
3.5.3. Utilization/Resource Management. Referral of prospective Individuals to
Step Down housing shall be at the discretion of the CSHCD SCRBH or its
designee. The Contractor shall be responsible for working in cooperation
with the CSHCD SCRBH and its designee, the Individual, and the case
manager/therapist to ensure Individuals have access to appropriate
individual care; and
3.5.4. Data Requirements. Data will be provided to the CSHCD SCRBH based
on authorization, individual address, and service provided each day that
Individual is in a Step-Down unit.
4. LOCATION OF STEP-DOWN UNITS
4.1. Upon execution of the Agreement, the Contractor shall provide to CSHCD
SCRBH the list of Step-Down facilities including each facility’s address and the
number of units in each facility.
5. MAINTENANCE OF EXISTING SITES
5.1. The Contractor shall be required to maintain the buildings (houses/apartments) in
good repair to ensure safety and comfort of the Individual and provide proof of
insurance upon execution of contract.
5.2. The Contractor shall notify the CSHCD SCRBH within ninety (90) days prior of
moving and/or closing any Step-Down facilities.
6. PERFORMANCE GOALS
6.1. The CSHCD SCRBH will monitor the following expected outcomes:
6.1.1. Number of Individuals who were transitioned to independent living; and
6.1.2. Number of Individuals who were transitioned back to a higher level of
care.

6.2. It is expected that this level of care will not yield an increase in hospitalizations,
and that Individuals will maintain and move towards a higher level of
independence.

(As an aside, the Spokane County website is nice but I may not be using its search right. Documents like this, that obviously got renewed every year, are missing for some years in sequence. 2020 is obviously neither the first nor last year LaPlante Rentals was given a state contract for tardwrangling. )

Also, it’s a mental health facility.


Currently, the LaPlante Communities only have one website that I can find, and the facilities aren't given any descriptor, just a name and address. Mallon Place (archive) They might all be behavioral health now, or some of them may still be eldercare. The job listings don't say what kind of facility you're applying for, just "our team," and they refer to the client as "residents." They mention dementia as one of the subjects they'd like applicants to have experience in, but there is overlap between dementia and behavioral health placement, especially when someone's early stages or physically strong.
tl;dr: Spokane contracts with boarding houses and similar housing facilities to house behavioral health patients who aren't severe enough to be institutionalized. Mallon Place, a former eldercare facility, is one of them.

Why is Mallon Place listed as an ALF all over the Web? Information copied and re-copied, probably, and LaPlante Communities doesn't gain anything from telling everyone "hey we house crazies now" so they have no need to email APlaceforMom.com and ask for a removal.

There are job listings on the LaPlante website, but there are no rental applications. This isn't the kind of place a prospective tenant chooses from a long list; it's a place their social worker applies to for them, and they get discharged to Mallon Place when a bed is open.

Using the link below Mallon Place is not listed under Spokane, --Assisted living Facility but it is listed under the search - Enhanced Adult Residential Care, or Adult Residential Care or Expanded community Services.

The attachment you posted is for the other type of housing the LaPlants provide-- the "step down" housing /apartments. After spending almost a year at Mallon Place the Creeper was moved to one of those "step down" apartments. Something happened that resulted in the Creeper being moved back up to Mallon Place where he is under more supervision.

Care home regulations and definitions are such a non-intuitive festering morass; I had innocently hoped that as the Boomers started to age, their money and influence would get the laws clarified and loopholes closed, but nope. If a facility hires "caregivers" off the street with no licensing, they're allowed to administer insulin after a check-off by a nurse. If that caregiver takes six weeks of training to become a State-licensed nursing assistant, they're no longer permitted to give meds, or even apply medical creams. The people making laws have too much money to ever have this impact their own or their parents' twilight years, and the owners of eldercare facilities are happy siphoning off generational wealth just the way they are.

Lucas' angle is he wants a 25 year age gap based on the lie he's dated his own age and older. He has had one girlfriend whom he abused. She was older but, homeless at the time Lucas couldn't afford to be picky.

Aside all of Lucas failings and things he lacks. He's missing probably the largest things a girl would want from an older man, experience. Adapting to the real world isn't the easiest thing and younger people sure seem to struggle more than our generations past did.

Going out to the world how do I pay a power bill? What college is right? Taxes? Health insurance? All of these things hopefully your family can help with. Any functional adult now can help you with it.

Or even life stuff. Not just logistics. Why to wear to interviews, do I tip my dry cleaners, does my boss get a holiday gift? A girl in Lucas claimed age (we know he wants younger) wasn't even conceived till after y2k party hangovers wore off or the dust was settled from 9/11 etc. Just to show how predatory he is.
