Trump was bringing up Antifa burning cities down over George Floyd. The moderators and Biden tried a whataboutism, and complained that the Proud Boys were "causing violence" too, which was bullshit. Trump said he doesn't condone violence and doesn't know who the PB were. In a clearly scripted bit, Biden turned to Trump and asked him to denounce the Proud Boys and tell them to stop, so Trump says "Proud Boys, stand down and stand by".

Everyone watching that moment knew it was bullshit, including the PB. Their leader said "Understood President Trump, standing by". Then they continued to do what they were doing anyway (until the feds managed to bust their leader on a charge of stealing a gay pride flag).
