From what you're describing it sounds like it's probably transformers or powerlines sparking off or exploding. Stay well away lest you want to ride the lightning.

The thing about N.O is that the lack of intelligence in the south means tribal mentality anyway. You have no idea how violently ignorant the south really is and N.O is special. Alot of times, alot of people just band together with who they are nearest/relate to. Mexicans do it, Arabs and so on.
