Maybe. I'm not seeing the smoking gun, though. There's a lot of bloviating and very little in the way of solid evidence. It looks like it had a lot of effort put into it but is really just inference piled on inference.

Not necessarily. A plaintiff could sue in his own home state since that's where the damage presumably occurred, although that would be subject to diversity removal (subject to the amount in controversy requirement). Personal jurisdiction would probably exist since the defendant knew where the target was. I think arguing damages might be a lot harder if the dox is accurate, at least for other than the doxing cause of action, and there's probably a fairly strong First Amendment argument in defense (potentially triggering anti-SLAPP), although some of the language used by the brick-faced rapist is pretty seriously borderline.
I'm pretty sure she'd have a hard time not standing out in a crowd.
