Youth protection agencies are provincial entities. As far as I know no former charges have been filed against JF, which explains why the local Alberta police didn't want to do anything.

Plus there is a bit of east-west rivalry in Canada, especially between Ab and Qc. I could see the Ab cops not being too keen in acquiescing a request from Quebec that they see as futile.

I watched one of his livestreams and the guy literally has a lag from reading a message, thinking, and a real careful beginning to explain anything. It's like even he knows he's fucking retarded and does what he can to mask it. Him linking up with Elora is because he truly isn't much more intelligent than her, but more cunning and that's all it takes when you deal with naive or mentally stunted people.
