The regulations put in place currently, like being anti controlled burns and logging to clear out dead trees, creates the environment California’s forests used to have prior to human interference. The dry weather and dry dead plants on the ground make it optimal for forest fires. Having no interference would make parts of California uninhabitable due to how common fires are there.

Oh yeah, for an out of control fire definitely. But Chicagoland areas all have their own set of alarms of varying levels of emergency- seek shelter from lightning, seek shelter from tornado, seek shelter from bombs theoretically, boil water advisory, utilities work is being done and there may be interruptions of service, etc. I don't see why other cities can't pick this up for " forest fire planned to start in 30 minutes". I guess I don't know how much it costs to build air raid sirens in cities that don't already have them.

Most cities in American just dont plan for wild fires. Even if plans like bulldozing and maintaining fire breaks were developed, it would be nearly impossible to the get the public and city councils do implement or pay for preparedness and needed fire control zones. Politicians simply don't want too spend the money on safety, or dont want to take money needed because they are trying to get re-elected.
