"Subject to the jurisdiction thereof" does not mean, "is prosecutable for breaking laws." It means, "entitled to full rights, privileges, and protections of the law." For example, a business that is banned from a particular state can't seek redress in its courts if it illegally does business there and encounters some dispute.

Illegal aliens are not subject to the jurisdiction of the USA because they have no standing to sue in our courts, they aren't protected by employment laws, they generally can't legitimately enter contractual relationships, etc. It doesn't mean we can't put them in jail if they commit murder here.

Personally, the Gulf of America thing to me sounds like a combination of two things:
1: Red meat for the flag-pattern-cap patriots. It's an early and open declaration of American sovereignty and american authority.
2: It's the banal change that nonetheless will be complained about by his opponents. It makes them seem like they're treating even things that frankly don't matter as existential threats. You see it all the time when those big company-is-home businesses are going through layoffs; they'll fire 3000 people, and at the same time they'll close some ridiculous on-campus luxury like weekly massage allowances.
