Not that DC wasn't also a shithole, but the areas affected are going to be a lot more because of these job cuts, it won't just be the beltway around DC but everyone in about a 40 mile radius of the capital meaning most of Maryland will just be fucked as well.
5 of the top 7 highest income counties in the us by median income are all around DC because of fed jobs and especially contractors. 5 of the top 13 per capita. and its been this way for a long time, people don't realize how much this will destroy the entire metro area. they're right to be scared shitless.

In a way Musk is smart to employ the youngest people, they work cheap and are motivated and can stay up for hours on end and are idealistic enough to want to try to improve society. come 2027 i'm sure Trump will have Musk or someone else do another comb through with real professionals to find the real dark money, but for right now its more about the results and getting rid of the big stuff before going all in on these departments.

the whole "everyone turns on each other" is mostly a myth, every time its tested or we have historical stories what usually happens is everyone bands together, outside of one or two bad actors. the problem is, especially in modern society the (((bad actors))) rise through the ranks and get people to think everyone is just as bad as them or worse.
Even in scenarios where they knowingly install those types, people in survival situations just isolate them/banish them and improve society on their own, in general you need a certain societal population density and squalor before (((bad actors))) can infiltrate and start fucking things up. Like in your example, a bunch of asian dudes probably had the time of their lives even on a stranded island, meanwhile if it was a bunch of kids from Birthright, they'd have killed each other before the 3rd day.
