Historically, this DID happen, and frequently enough the laws reflected it as a norm, pretty much globally til the last 100 years or so. I think the bigger change here was education becoming prominent, especially for girls, as having a baby at 14 conflicts with education. This also lines up with the fact women in Muslim countries STILL do this, since women are less educated / not educated. Since otherwise females were kinda considered dead weight, unfortunately, and concerns about that weren't validated.

at least thats my understanding. The more you have education and a better built society, the more you can get away from that.

Also regarding birth fatalities, I think its not so simple as a FLAT higher risk for age, so much as the first is very risky, then they get easier, and fatality risk gets less until you hit about 25, and start getting older and older and it goes up and up. So first child is absolutely dangerous yes, but if one can have 2, 3, 4 children, she's probably in the clear risk wise. It is correct that under 18 has noticeably higher fatality risk, but especially in the time period, it seems they would rather risk a death of a few girls, hoping one could breed up 6-8 more people than wait another 4 years to do so.
