The "points" in politics are the difference between the two percentage scores. For example, Republican minus Democrat:
White Men: 60-38=22 (written as R+22)
White Women: 53-46=7 (written as R+7)

The reason it's written like that is because it makes seeing how many votes you need to win easier.

If 400 White men voted, Trump would be winning by 88 votes (22×4). Black women are D+85. You can easily see that a little over 100 Black women will even out the score. It takes three times as many White women voters to gain the same lead as White men voters (7×3=21 vs 22).
