Those lists are very misleading. Germany on paper haa 185k troops, but out of those, between 80 and 90 thousand work in the office and are not active combat troops. A guy I know joined military few months back. Had a chance to speak with him and he was just shocked how many people do they have sitting in offices, cosplaying soldiers.
