That has to have been the most dumbest post i have read here for some time. But this.
They only have iirc 3 subs that are capable of launching submerged - they are working to build more but its been slow. The rest must surface to fire, which means they need surface cover. And that is ignoring the US has, active, over two attack subs per Russian boomer.
The only ballistic missiles subs that had to surface to launch were the first gen ones designed in the fucking 1950's. And speaking of launching submerged. Soviets/Russians mostly(besides RSM-52* and RSM-56 BM's) used the wet launch submerged method vs the dry launch submerged method. And thus could launch from deeper depths actually.
Also the current Russia SSBN Project 955 been pretty much put into services since 2020 at a Soviet rate.
*RMS-52 there is a good indication could have been launched both dry or wet submerged.
