Rudolf Hess was the KR4 Nat Pop germany leader since 0.1, or at least since 0.4. If I remember correctly he didn't have a portrait. The devs said there weren't any plans to give him a path but this was years before the German rework. It's sort of hilarious how until recently Germany had almost the exact tree since 2016.
