It also affects poor people who can't afford to live within the city more than people who do live there.
So you either live in the city and take public transportation, or you... what? Can't work there anymore?

No need for an extensive IQ test when they could just ask every applicant how they would feel if they didn't have breakfast this morning. It's quicker and at least 90% as as effective.
