Anyone who can't bullshit a week's accomplishments is completely worthless. All they have to do is just sort of lie about what they and send an email that will never get read. It's not really a challenge.

It's not about it being hard. It's the principle of the matter. They believe, with their heart of hearts, that the President has no authority over them. That they are beyond such Earthly concerns as "oversight."
They are "the real government" and this uppity "President" -- they didn't vote for him! It was HER turn!1! -- is overreaching his authority by demanding their bosses (who are in on the scam and just as corrupt as they are) check to make sure they're actually "working" and even bypassing their bosses in some cases. That's where the reaction comes from. It offends them on some deep personal level that someone might dare hold them accountable for their actions, might expect something from them. They are the New American Nobility, and their mere presence is enough to justify their existance, peasant.
It's a brilliant way to shake out the rot. Anyone who thinks this way should never be allowed near a government office or any form of government power. They shouldn't even be allowed in the manager's office at a fucking Starbucks.
