Nobody is buying laundry detergent and "Baby stuff" with SNAP benefits. Nor would cutting off soda and junk food from SNAP do anything to stop people buying these things with TANF money.

They choose how to code it, and with a wink and a "don't tell anybody!" to poor Daneexuaah they can put whatever they want through it. The government has neither the time nor the resources to pursue every single instance of this happening or audit it in a reasonable fashion, so it's mainly up to the stores themselves who I can tell you aren't going to be the ones to fess up and tell the government they did a no-no and to fine them.

Is it a state program that uses the same card or even TANF? Both TANF (federal) and state analogs provide money that can be put on the balance of EBT cards and legally used to buy diapers. It’s not SNAP, but the confusion is understandable.
