The thing about rare earth metals is that they're legitimately hard to mine for and separate and you need years of extensive investment into very specific type of infrastructure before you so much as break even. The US and Canada have probably far more than is currently known but the cost of operation isn't something any private company can shoulder unless it had Nasa tier support.

Rare earths are everywhere, but you’re right, the difficultly comes from profitable recovery. The US used to produce the majority of the world’s rare earth. Production is spooling up again with companies like MP Materials/ US Rare Earth and the Mountain Pass mine.
