there are several countries in central/south america and asia that offer retirement visas where all you need is proof of income per month (usually $1000-$2000), and there are a few countries where you can spend $10K-ish to "start a business" where you pay some local to start and run a business for you and then you have a business visa

This is painfully true. I've been to Canada and there are some decent, hard-working people there - mostly the True & Honest immigrants from awful countries who are so happy to be in a developed country like you wouldn't believe.
