There are 6"8 people and it's possible for high elf women to be short, but still tall compared to human women. She could be 5"10.
I mean it would be possible, but the average height we have seen for Altmer be seems to be around 6'4 if not taller. She would have to be an absolute womanlet to the point of dwarfism. She also doesn't have the typical yellow skin hue which again is possible. It just seems to me like the ESO trailers have tried to appeal to a wider audience by looking more generic fantasy

Troons and have taken a particular liking to the Black Marsh DLC because it has a quest that states them lizards can change sex at will, which doomed the Black Marsh part of the BS project, as they will be adding a 100% fetish-fueled bipedal bird-like freak abomination subspecies and were confirmed to write "be gay, do crimes" in daedric on random clutter.
Admittedly a bird-like dinosaurid sounds mildly more interesting than just a tiny dragon. Still not fond of the design; they look more like the Rito from Breath of the Wild than something out of TES.
