He is getting pushback on a number of things, regarding immigration, attempts to pull funding from some cities, and so on.

If he was doing anything that could be construed as a political win he might be able to get legislation passed that could have some permanent change, but as it is, he's pretty much making a big stink that people would be able to revert the changes of within a few months of him out of office.
