It's more likely he meant "to celebrate" but the topical brain damage took over. Contextually, it makes more sense than celebrate. I'm sure sex played a part in his recent travel woes, but brain damage just makes too much sense here.
 
This announced redemption arc is so quintessentially Ralph.
  • Promising to sober up for the 1000th time
  • Saying his life is complete because of the children he's abandoned in a different country

I do believe something really messed up happened in Columbia. I’m not exactly sure what, but I do think that he might’ve actually seen the business end of a gun or something. Maybe he tried to hit on some cartel members girl, and that’s why he’s saving off women.
He also went to go see his son as soon as he could, it wasn’t arranged because he was supposed to be in Columbia for a week. He probably when to see his kid because he was choked purple because he was trying to get with some “chika” in the sex trafficking palace.
This also explains how he lost his phone. He immediately goes back to Mexico and wanted to like celebrate with drinks and party hard… and as we all know when Ralph parties hard, he gets his ass beaten.
