The "King Alfred Plan" is a fictional CIA-led scheme supporting an international effort to eliminate people of African descent, invented by author John A. Williams in his novel The Man Who Cried I Am. I was operating under the assumption that the earth's being boiling hot at points would have made keeping the water impossible but on second thought as long as the water is still in the atmosphere it doesn't matter.

I'd suggest that one looks to the underground passages (and "cities") which are more widely-known. They are, indeed, quite a real thing and are very extensive. It's a good idea, but it's the long game I'm looking at, not the short one. The managerial part of China doesn't care because it's a growing power, the way the dutch empire didn't care about religion in japan during the 80 year war, in contrast to the portuguese who used religion to attain challenge political power. China is expanding ownership by buying out the world in many ways. But look at the edges, something like hong kong, and suddenly they care a great deal about social engineering and what is allowed to be said.

the issue with cold war american social engineering is that it was just an extension of the WW2 war machine that never ended. the government was essentially completely in control of the whole thing during the 1940's and 1950's and it completely fell apart in the 1960's due to vietnam. but the government didn't just roll over they doubled down and engineered significantly more complex narratives to control the direction of society. they essentially created their own brand of postmodernism that has become the global norm. It actually isn't determined for sure. Most scientists believe it is at least possible that all or almost all of the water we have was here when the planet formed, but it isn't proven.
