Unlike a lot of shit Trump does, or tries to do, it's entirely within the legal definition of qualified asylum-seekers, who are those who have a "reasonable fear of persecution" because of a protected characteristic, such as race, religion, ethnicity, or anything that is targeted within the nation in question.
"My country is a shithole and you have gibs here" is not a valid reason for asylum. "I'm a Tutsi and I'm fleeing Rwanda" is, or at least would have been during the relevant period. Somalians are often granted asylum because the incessant civil wars there very often mean you could be killed because of a protected characteristic. Same with people from the Sudan.
The United States is often a preferred location for asylum seekers simply for being one of the best places to live if you actually get it.
The general concept of asylum under international law, however, doesn't generally recognize "economic refugees," that is, people seeking gibs and wanting asylum because they're from a shithole country.
People threw a total tantrum when Trump, fairly bluntly, just called a lot of these countries exactly what they are, shitholes, but he was right and they actually are, and if they're so great, then why are people not staying there?
