Yes that is what they want. Western countries normally don't enforce immigration laws, so much so that other western countries put a warning about travel to the US. I don't understand why people who are in a state and city that pass laws saying they refuse to cooperate with federal law enforcement on matters of immigration for like 10-20 years are surprised when the response from federal law enforcement just doesn't try to coordinate with them any more.
