Anyone who targets a place that has the reasonable expectation of several small children (a church, an elementary school, an aquarium/zoo) for these terror attacks should automatically receive the death penalty, regardless of if they are mentally fit to stand trial or not.

If a security guard facing an active shooter using a fully-automatic firearm isn't considered to have an "honest and reasonable belief" that they have to kill said shooter in order to avoid death, then I don't know who this law is supposed to protect. He got shot in the leg by the shooter. Sounds pretty cut-and-dry to me unless you have some conflicting information to support your assessment.
