In relatively simple terms (and skipping a lot detail) .40 S&W was a compromise caliber that looked to fill the gap between 9mm and .45ACP when 10mm proved to be a bit too spicy for some shooters. The problem is that it doesn't do anything better than any other caliber can do. Add on to this the fact that 9mm self defense ammo was going through some big improvements at the time, as well as some .40 Glocks tending to explode, it was a bit of a damp squib. What kept it going for a long time was LE sales, the 5-0 loved them some .40's for a long time, but now they've mostly moved away from it.
