I suppose the thing in Aaron's favour is that RO's have a relatively narrow legal framework, so if someone were intelligent and persistent enough, and the facts were in their favour, there's the chance they could succeed pro se... but it's Aaron we're talking about here, not exactly a legal mastermind. For all that I think Nick's broken the spirit of the RO, the facts aren't generous enough to make it a slam-dunk case, a lot of Nick's behaviour is just being mean and petty. I don't see the silver bullet that makes the court go "this guy's a serious danger!" instead of merely "this guy's an asshole!", which is exactly why he needs a lawyer to twist what's happened into a coherent and convincing narrative.

All that said, it would be such an eternally enduring W for the Toe if he beat Nick pro se in court. He might actually neck.
