Thing is, that'll only deal with steganography embedded into the file, like with PEE embeddings where the extension just pulls that data out. Another form of steganography embeds the hidden data within the pixel space where with the right switches of the color channels you can expose the hidden content.

At this point pretty much all forms of metadata will get wiped due to WebP conversions.

I've placed some basic metadata in the image to the left. It shouldn't be readable once you download it due to WebP conversion. By extent, that also wipes the type of empty space hidden data that PEE embeddings use, but the color channel steganography would still take effect. There's basically no good way of dealing with all forms of it since that's the nature of steganography and why it exists. It's meant to be used to conceal data in plain sight, which isn't a bad thing in itself, however the fact that it's mostly abused by pedophiles to fuck over websites doesn't give it a good name. Kinda like BitTorrent is a fantastic file sharing protocol that is perfectly fine and legal on it's own but it's mainly used and abused for online piracy and that's all it's known for.

EDIT: Oops, seems like it didn't get converted to WebP and all the metadata got preserved.

I've been distracted the last week or so by RL. Working the problem... while it might be entertaining to impose various forms of lockouts, that's just treating the symptom, not the disease.

Put the spotlight on this creep. He wants to play? Submit packets to news orgs and websites. Point out that if he's willing to do this to KF, he'd be willing to do this to more 'respectable' outlets without any hesitation.

the thing is that this pedo faggot has free time to A/B test all of the measures implemented alongside his discord buddies and jeet slaves, null getting at least 20$ to hammer accounts during day/night cycle even if they let these accounts lay low is a okay thing because the scum will still have to pay anyway.

It's interesting how small websites basically don't enjoy any protection by the law. The only time governments care about them is if there's something written on them they don't like. I don't think there's a clearer sign of how corrupt and self-serving everything is.

Now lets take wild guesses at the dude's BMI. My guess is somewhere in the area 38+. Dude hasn't seen his dingaling in years.

Yes. When I ran 9chan a similar pedophile abuse pattern happened and he just spent hours a day trying to defeat it. Knowing he's been around since years ago and was involved in Keffals, probably even reporting his own posts, that might have been him.
 
Fanfiction repository website Archive of Our Own uses a semi-unique account creation system where everyone who wants to sign up has to join what is essentially an invite queue. You add your email to a list and every 12 hours a set amount of invites are handed out in order.
This has a couple passive advantages but most notably it throttles new account creations to a set amount per timeframe easing pressure on jannies to deal with spam.
I'm sharing this not as a perfect solution but more as a source of inspiration as I like low tech solutions for complex issues.

I'm sure you have already considered this, but what about making registrations Tor-only, at least for the time being? It's by no means a solution, but I argue it would make a decent rate-limiter and could make manual approvals a bit less of a pain. After all, it's a lot quicker to simply route through a cheap socks5 proxy than it is to set up a whole new Tor circuit and connect to the onion site per cycle.

Plus, if he doesn't use a vanilla Tor browser to connect, you could maybe identify and correlate his malicious requests—just an idea.

On e621 there is a 1 week timeout for new user accounts that practically disables their accounts entirely. This leaves more than enough time for a moderator to ban them if they are a known problem user.

If your concern are the illegal images, you could do it like wikipedia and impose both a minimum post requirement and a minimum account age before a new user may post images to the forum.

As much as I like the idea of vouching for new members, I'm not sure whether the implementation would end up being worth the effort.
It's a tough problem - trying to block someone using hundreds of different IPs, with paid Saars doing work for him.
If it was up to me, I'd go with what others proposed, at least temporarily - limiting image uploads by post count and account age - then, if a new member let's say wanted to post a PG thread, they could Talk to Staff to lift that restriction.
