I thought he did. He mentioned something about unlocking Android 21 before his first rage quit.
Looking at the wikipedia, it says you have to beat the game to unlock Android 21. So he most likely did beat the story mode.
Okay well since no one else wanted to check, I bit the shit and scrolled through his deluge of a channel - he did beat the story mode. It's not particularly hard, but it takes forever to beat (at least if you actually want to beat all the battles on the map.)
So yeah, there's at least that.
My memory might be playing tricks on me but I recall him specifically saying something to the effect that, "I wasted all this time to unlock Android 21 so I can play her and the online sucks."
And I believe the premium edition unlocked the blue sayins. But I could be wrong there. I also know that the A21 unlock was later released as free DLC but I don't know if that was after Phil's first rage quit.

You're both right and both wrong. The SSGSS versions of Goku and Vegeta were unlocked either by pre-ordering the game, beating the arcade mode with good enough ranks, or by collecting a fuckton of zeni (money).
Android 21 was immediately unlocked to anyone who put down more money, I'm not sure whether it was just the character season pass or the Ultimate edition that unlocked her, all I know is that she wasn't unlocked in the base version. She, too, was unlockable by just grinding for cash if the player wasn't interested in playing the story.
I say this because I bought the game with another person, and they got the Ultimate ed. while I got the base version. Wiki probably didn't just mention the differences between versions.
