My guess, they stole the shaved head from skin-heads. Skin-heads, as far as I know, originated in Britain during the 70's. Somehow, Neo-Nazi's got a hold on the group, thus making one believe it's all racist. Of course, you do have skinheads against racial prejudice. As for the purpose of shaved headed neo-Nazi's, it must do with being against authority or something.

I'm pretty sure it was Terry Pratchett who said something about giving people an ideology and a uniform. Some people wear jackboots and shaved heads and burn crosses at people. Others wear tie dye and long hair and play guitars at people. Give them an ideology and a uniform and they will follow you anywhere. And Tyce strikes me as a born follower.

Originally it was a Working-Class English subculture from the late 60s/early 70s that had nothing to do with race really; they shaved their heads because they wanted to prevent infestations like lice. Even black and Indian skinheads existed if my old neighbor from Scotland is to be believed. What happened to draw the Blatantly Racist and Morally destitute crowds was a new wave of immigration that caused a drop in the job market and a lot of people with fucked up ideas preyed on the fears and woes of working class citizens. No idea when Nazism as a whole started to find its way into the subculture and that may have just been something the original xenophobes advocated.

They all need serious help. Except maybe Eli. I think Eli may just be really dumb.
