I know someone who was kicked out of high school at age 20. They didn't want a 21-year-old man around sixteen year old girls, or someone who was legally old enough to purchase alcohol for his classmates. There was no chance he was ever going to legitimately pass his classes, he had no desire to succeed or excel or even improve enough to get a D instead of an F, so it was out with him.
I feel like the counselor looked at Chris and said "well this dude is loony tunes, cuckoo for cocoa puffs, off in la-la land. But he doesn't seem like a danger to anyone, just an underdeveloped tard. Oh, he thinks he talks to Pokemon, so does my four year old son. Oh he likes ponies, so does my five year old niece. Clearly he's not going to try any kind of real self-improvement, but he's not going to kill or rape anyone, so let's just get him through this program so I don't have to smell him anymore."
