Because adults have a fully developed brain and more life experience, that's why. And if you meant teens, then you should've said that. "Minors" implies anyone who isn't of adult age. Not that that changes anything.
Brain development's a pretty poor argument, I think. Adults can become brain-/damaged/ and still functional in society (source here). Not to mention things like adult ADHD, which increases impulsivity and therefore decreases attention to long-term consequences.
As for life experiences, I can see how /some/ life experiences might change the /risk/ associated with sex for people, but that doesn't make it necessary to remove someone's ability to consent in all circumstances, because most of that risk is dependent on what the adult does--whether attempt to manipulate or coerce the child or the like.
