It's just weird to see how lenient that system is. Where I live, you have to take a set amount of theoretical lessons (including a test) and then have a minimum amount of actual driving lessons (with mandatory drives at night and on the highway) before you can get a license. That is, of course, for people who don't yet have a driver's license.I assume that is so kids whose parents taught them or people with licenses from countries that Virginia doesn't automatically accept can skip the formal training if they have learned properly.
In my jurisdiction, formal training is always optional. If you pass the test you are licensed, no matter how you learned. The only benefit they give you from doing formal training is that you can take the road test sooner after getting a learner's permit. Assuming the test is well-administered, that seems like a fine policy.
On a sidenote, one of my favorite lines on the cwcki: "Much like James Bond, Chris also has a license to kill." concerning his driver's license.
