Its not just Disney that does this, everyone does this or similar to juice the numbers. No one who could do anything about it cares. Even companies like Sony that would love nothing more than to see Disney get SEC'ed won't do anything because they know the time will come they want to do the same horeshit.
You could have a Disney staffer show up with an arm load of documents proving Disney was doing this.
They could have their boss on face time while the FBI, IRS, and SEC Agents are in the room saying "I am a Senior Marketing Director at Disney, and as your boss I am relaying the direct wishes of the CEO and executive board when I am telling you to buy tickets with company funds in order to boost attendance and reported Box Office so that we will have better numbers to talk about at the shareholders meeting. Rogue One wasn't set pre-ANH just for memberberries; you could have had the same film taking place against FO. It was set in in that time once they had Cushing's estate signoff so they had an airtight excuse for test-screening the tech to live audiences.
