My guess is that they think of the rich as idly sitting on a huge pile of money like Smaug's hoard. They really have no concept of how businesses operate, they just think the world should contort itself to suit them, or they'll throw a tantrum.

They also fail to realize that throwing money at countries with famines doesn’t always work. If the politics of a country are not stable, nothing will change. Also, in very corrupt governments, any aid and money will just be hoarded by the warlords. That’s why giving endless aid to Haiti at the moment is a fruitless endeavor.
