I guess Seattle can't investigate police misconduct if it has no law enforcement or judicial system to conduct the investigation.

We demand that prisoners currently serving time be given the full and unrestricted right to vote, and for Washington State to pass legislation specifically breaking from Federal law that prevents felons from being able to vote.

There is no federal law that prevents felons from voting. Washington state also allows felons to vote once they are no longer either in prison or under community supervision. Apparently this is an easy demand to fulfill?
