PACER docket for the Oregon case by Oregon's AG against the federal government. It was briefed yesterday and an order should be forthcoming shortly.
I believe this document by the feds explains pretty clearly and briefly why this case quite simply cannot be brought as the State of Oregon lacks standing to bring it:

Specifically see the sections arguing against standing. Oregon seeks standing under a legal doctrine,
parens patriae, in which under a limited number of circumstances, a state can have standing to sue on behalf of its citizens. IMO Oregon quite simply doesn't for more or less exactly the reasons the feds briefed.
It shouldn't matter, but possibly it is even more likely because the judge, Michael W. Mosman, is a George W. Bush appointee who was also appointed by Chief Justice Roberts to the notorious FISA court which is absurdly pro-fed. He is also currently a judge under the equally pro-federal "United States Alien Terrorist Removal Court."
What are the odds this guy will side with domestic terrorists that the federal government needs an injunction to stop domestic terrorists from blowing up federal buildings, which is literally what Oregon is arguing?
The city government can eat an entire bowl of dicks, take their fines, and ram them up their ass.
For the absolute stupidity of what they're arguing, imagine Oklahoma City tried ordering the federal government to remove the safety bollards from the front of the Murrah Federal Building (or more to the point its replacement) that are there to keep another Timothy McVeigh from blowing it up.
