I think it's an indirect attack on Steam. They're trying to get a precedent that companies can't sell access to their platform by demanding a cut of the profits for doing it, and it's easier to make a case sounding an antitrust of some sort against a company like Apple that sells hardware, software, network access, platforms, and all kinds of other things when they're in control of all these things, arguably like a vertical trust.
Then if they get a favorable precedent, they can take the same line of attack against Steam where it would not have been as easy to make the case at the outset, since Steam's whole business model is the single aspect of selling access to a platform. Think of Steam as like a pimp, you get to be one of the whores in the stable at the cost of giving up a cut to the pimp.

I mean, yeah, they're getting completely raped by Steam, their games are piss easy to pirate, but its a really, really roundabout way of doing it. Its kind of weird. Its like having a newspaper stand, and then the New York Times goes, "You can't have a cut of our profits anymore" and then you stop carrying the Times. And then the Times sues you. Its the most idiotic thing I can think of, "NO YOU CANNOT CONTROL HOW MUCH YOU MAKE ON THIS PLATFORM THAT YOU CREATED AND OWN. WE GET TO DECIDE" Like fuck you.

I don't think this was ever going to work, because the precedent it sets is fucking horrible. Apple isn't something everyone needs, and Fortnite isn't some magical life-saving technology that needs metric tons of cash to operate. Its like cutting your cock off and then suing the knife company when it states "For food use only". Its a situation they artificially created and can provide no justification for special treatment. Apple can basically say, "Yeah, now everyone is going to demand this, its going to kill our platform." And they'd be RIGHT.
