I was thinking more like actions by the board or whoever oversees the licenses for real estate brokers, which I guess would be the Texas Real Estate Commission. Their rules do contain a professional ethics section which requires Fidelity, Integrity, and Competency, however it looks like those are specifically related to actions made by the broker as an agent in a real estate transaction. So, as long as he avoids violating his fiduciary relationship as a real estate broker to one of his clients, it sounds like any other violation of trust or confidentiality couldn't really affect his license.

As far as violating the Texas civil rules, my guess would be that it'd be up to a party harmed by it (which I guess could be any of the other parties involved in the mediation) to bring it to Chupp's attention, and then it'd be up to Chupp to determine whether it was egregious enough to deserve sanctions.
